This year is a bit unusual in that so many positions are decided already, including 1st, 2nd and the top 8.

Raiders with the chance to break into the top 4 at the expense of the Eels are about the only teams with anything significant to play for.

Another option to prevent this would be to go back to the old McIntyre finals series format - where 1v8, 2v7, 3v6, 4v5 - so there is more incentive to finish higher than 4th. It's a more mathematically sound system anyway. Even if it's "complexity" upset people.

By their very nature, finals are stupid. NRL are effectively playing a 20 week qualifying/seeding event for a 4 week championship.

In general, the winner of 4v5 had a harder week 2 match-up than the loser. And if it was all Sydney teams involved, then there wasn't even home ground advantage to make up for that.
