Yeah definitely double movement - not in the classic sense of advancing the ball in the arm but he was grounded and pushed again from the knees.

I guess the rule has changed, but promoting the ball after the ball-carrying arm has touched the ground with a defender holding on should always be a double movement for me.

Double movement is when you are stopped dead then make a second effort... This one was borderline and could have gone either way.. no way you can say that’s a “classic” double movement.
