Easy.
Get the NRL salary cap auditor to go through Roosters, Souths, Storm, Eels Panthers rosters.
Make the players hand over their ATO returns (after promising to keep their private financial stuff private).
Add up the payment figures and bingo - you'll have at least 5 teams more than $1 mill over the cap each.
Force the spread of talent. Allow the expansion teams to go over by 10% for the first 5 years (a la the AFL plan) and you'll suddenly have a couple of finals teams ready and waiting.

It really isn't that hard ... just takes the NRL growing some

Cotric shouldn't be blamed for this game, pretty clear he's tilted from watching the boys earlier, we know where his heart is still and who can blame him
