What it will effect is training and preparation with stay at home orders for the LGA's
Crowd restrictions will come in because whole of Sydney has the 4 sq m rule back. Probably reduces Leichhardt down to 5-6k? Dogs won't have reached capacity playing at Stadium Aus. Even with both the tickets sold so far.
Even so, with this lockdown it's not just eastern suburbs people affected. If you worked in those areas, you are supposed to stay-at-home. Which is tens of thousands of westies, coasties, Shire, northern beaches etc. I don't really see how that is enforceable, but the actual number of Sydney residents now locked down is theoretically way higher than the population of the those 4 LGAs
EDIT: Dogs are at Bankwest, still wouldn't be at a reduced capacity yet.
