Just to clarify some more, in your rules you say;

That suggests the "team" is the 13 of which no two players can hand the same surname initial.
The reserves also then follow the letter rule (outside of the team?)
So are the reserves following the letter rule as a separate entity - or does the team of 13 + the 6 reserves combine for the letter rule (i.e. there will be 19 distinct surnames)?
