Most people round 1 were choosing captain options who averaged 60+ (DCE, Fifita, Haas) so not sure you'd call Smith top tier, at the very least couldn't call him captain-tier.

The metagame has changed significantly from last year, I wouldn't dare do something like that again, the extent of it this year is captaining Ipap because he can at least get 50 in base if he doesn't score.
