I've also wondered this and funnily enough got the answer last night, Starford To'a was moved to 5/8 when Luke Brooks went down and only had one kick (which happened to go dead in goal).

He was given the 8 meters to the try line even though it was a 20 meter restart, so we can assume for all kicks that go dead in goal the scores count the meters gained up until to the start of the in goal area.
