One of the chief causes of League's ref blaming culture is commentators acting as if the rules are just vague guidelines, and that refs should make decisions based on what they think the play deserves, rather than what actually happened.
Makes it hard for the refs if instead of just adjudicating on what happens, they also have to make a judgment call on whether the player should be punished or rewarded.
Sometimes players get to benefit from a 'mistake' and sometimes they get no reward for good play. Trying to make decisions based on the whims of what Phil Gould thinks should happen is just a bad idea
