Out of the cheaper options I'd rate them: Mann, Staggs, To'o/Arthurs, Robson
Mann and Staggs play R16 and have good job security (for Mann now Levi is injured and Staggs as Bird injured and Roberts left club). To'o/Arthurs look like decent prospects (was genuinely surprised when I looked at Arthurs' scores) and Robson is a bench HOK
Depending where you need cover and how many trades I'd look at Mann or Staggs first

If Burns is named to play I would go for him but he is coming back off a long term injury so if you're a risky fantasy player pick him this round but if you are a conservative fantasy player then I'd adopt the wait & see approach. Note also he doesn't play round 16.
I really liked what I saw from To'o the last couple of games because he's looks to get involved, has a high work rate & has good feet & he has a b/e of -9 this week. Note that he doesn't play round 16 & his next 2 games are roosters & souths but the way he plays imo he'll still go ok against them (I suppose it's a good time to play the roosters & souths due to a few of their players in origin).
Mann is an good pick, plays round 16, is a dpp hok/hlf & has a b/e of 8. With Levy out for 6-8 weeks & with Mann looking like he is the first choice 58th over Watson then he has job security. My only reservation is with Pearce, Ponga & Watson looking to dominate possession then Mann could be living off the scraps.
If you are struggling for round 16 numbers I'd go Mann but if you have heaps of trades left & can afford to pick some non round 16 players I'd go Burns if he's named or if you want to wait & see re Burns then I'd go To'o.
