If Melbourne were looking at breaking the cap under almost any other circumstances, I can tell you how many people would be angry at the NRL for not letting them do it. It would not be a big number.

The original arrangement between storm and tigers was that Tigers continue to pay momo and atorm continue to pay grant. NRL said no to that (quite rightly imo)
It seems trivial over 15k but where does the line get drawn if you let this go through.
I feel like something could be worked out.. eg Grant joins Tigers immediately.. Momo joins Storm in round 5, or something (if both teams really want it to happen)
