This is correct, (taken to the extreme - if everyone scores over 50 you won't have everyone gaining cash)
Just be careful to distinguish between rounds which are overall higher scoring, and average rounds where a few popular fantasy players are high scoring.
So far this is the former. Average fantasy points for a game is normally a tad over 1200
So far this round is averaging 1,280 points per game. If it maintains that over the course of the round, that would rank it as the 2nd highest scoring round last year (R17 2019 averaged 1288 points per game)
