As dumb as it sounds yes that pretty much is a rule. Happens everytime a player gets driven back like that. They usually still push them back about 10m before the tackle is finished though; the held call usually only matters if they go into touch or the goal line.

Maybe they feel like doing "bad" plays just to shutdown Teddy won't work against the Roosters who will just utilise the field position. Compare that to teams playing against the Knights where shutting down Ponga actually works.
