I agree that this is a knee-jerk reaction from League Commission - should have been pre-season change and allowed the teams / players time to alter their tackling technique.
But, coaches / teams are inherently self-interested, the only way to get cultural change in terms of acceptable tackling and defensive systems is punitive penalties and harsh enough that the coaches will change their training systems. Every advantage a coach can find, they will manipulate.
The admin has to make this clear to them, and if some punters get ticked off in the short term, the game will be better in the long term for it.
I've stuck by the Knights through 20 lean years, 3 wooden spoons and too many rebuilds to count - but I'm still a rusted on fan.

Yeah, he's the highest-averaging hooker in the game! Cook and Mahoney have had down weeks too, and Brailey's missed more tackles tonight than he usually does in four.
Knights do stink though, so who knows if they stick with the same rotations.

To be fair on the Knights - the whole Pearce texting scandal and loss of the captaincy in the off-season didn't help.
Then they have lost Pearce, Ponga, Hunt, Lee and Best in the backline. Kurt Mann is the only obvious starter available there.
This is where they've been exposed.

Watson is a tough one - he consistently scores at around 1ppm, so should have a floor of 40.

I wish this wasn't the case - but it is.
This is the mental issue AOB is referring to - the role-players aren't clear on what they are meant to be doing as soon as Ponga is off the paddock.
The Storm and Roosters have developed a next man up mentality and everyone knows what they are meant to do.
The Knights lack depth and any injuries or suspensions just kills them.
Let's see what Clifford can bring? At least he has a big boot.
