There's no "grey area of eligibility", the eligibility criteria is quite clear since they redid the rules in 2012. Players who weren't born in NSW or Queensland must have resided in the state before their 13th birthday. It's very black and white.
Queensland, whether they were trying to pull a fast one, or through their own ineptitude, tried to break the rules in place. Nobody is to blame but them.

Personally I think the main problem is that it wasn't picked up by the powers that be shortly after the team was named. You'd think there would be some kind of review process for each new debutant to confirm eligibility once named. It could've been shut down early rather than on game day which is an embarrassment all around
