These new rules are applicable from December 2012.". It's the bit in black and yellow so I can understand it not being black and white enough for you.

    Note that if says state eligibility, not state of origin eligibility.

    For your state eligibility to be determined, you need to firstly be eligible to play. Which he isn't. If you meet the eligibility to play, then your state eligibility is determined.

    It's pretty obvious this is to clarify for existing players prior to the rule change, hence why they specify senior Origin as well. They weren't going to be like oh you played for Queensland last year but now you play for NSW. Pretty basic grandfather clause. It also addressed scenarios like Thurston playing junior NSW then going to Queensland.

    By your logic SBW should have been playing for NSW for years. But of course, he didn't. Because he wasn't eligible to play.

    If you're eligible to play for a state that means you're eligible to play for that state. You can only do so in the NRL, during the state of origin. He can't be both eligible and ineligible. You can say something is obvious all you want, but unlike the rule I've quoted there is no mention anywhere that it only applies to those scenarios when it would have been simple enough to do so. I dunno, seems like a grey area to me

    He isn't both eligible and ineligible. He's ineligible. Not there before 13. Not eligible.

    The only people confused on that clause are upset Queenslanders.

    Note how that doc is called state of origin eligibility, and that section refers to state eligibility. Words are important.

    Note how JT is talking about getting proof of when he arrived in Australia to prove his eligibility.

    Don't worry, your best forward is a Kiwi anyway.
