Imagine if every action & bad decision on the field created precedent - you'd pretty much just devolve to either there are no rules or just about everything is a breach of rules.

Yeah, I can 2% see where Matt might be coming from... but in reality
Brown was inside the 10 (or more accurately inside the 10cm of the ball) - being passive pretty much ended when Hodgson touched him in attempting to lock up iPap, not to mention his body obstructing Young from potentially being able to stop iPap from offloading.
Good to know "the forum" are still on point
