Would Peoples need to be upgraded to their top 30 or can teams select players outside of their top 30 at any time. Was that a new rule because of Covid?

Dogs had to get exemption and given because of all the Covid cases. Souths didn't even ask. I heard can't add players outside 30 without approved exemption until after Rd 11 but some say after Rd 10. Can't find definitive answer

I didn't realise Peoples was just a development player...they should of got 2 points docked regardless of the result for breaking the rule. What's the point of a rule if there is no penalty when it is deliberately broken.

By extention this scenario could happen...Souths are on the same points with 2 other teams for the 8th spot & Souths have the best points differential...they sneak into the top 8 when they cheated with no consequence...
