Hmm not really, the independent doctor is just making a judgment of the significance of the head injury assessment that should apply based on replays and that just decides whether they are ruled out for the game or get a chance to pass the HIA.
I'm sure the independent doctor would say that they need to do a hands on assessment to truly assess concussion symptoms and players need to be monitored for multiple days. Dolphins will need to get an exemption approved to play him it's not like they're just able to make their own decision on it.
