While the figures on zero tackle are most likely incorrect, using them as a guideline it is not surprising they are in salary cap trouble.

Graham = $1million
Jackson = $600k

Including Eastwood that is $5.35 million spent on 7 players.

Wow - some of those numbers are ridiculous! I can't think of too many wingers or centres worth 700k, but for the Morrises?!!! Apparently the dogs are paying part of Kasianos salary next year when he goes to the storm too.

A lot of those salaries are also back ended too, caught out the Tigers and Manly in recent times too.
That and gambling on the salary cap going up which turns out less than expected.
