i really don't think the reduction will make a huge difference, most teams would have usually aimed to use 8 and kept 2 just in case, i guess team will still wanna keep 1 in case of an injury but i can't see it having the huge affect some expect
a move to 6 would have been better

if he was taken out by an illegal hit (deemed reportable) then it doesn't cost you an interchange (and i think you get another free one these days regardless of whether they return )and if its just a normal injury then that's life.
