As someone on the medical side of it they need to rethink the interchange around it as teams are almost encouraged to push the limits re players returning and disadvantaged when they don’t

Yeah I agree. I think an independent assessor that can go on the field alongside the doctor. An 18th that can only come in if the doctor rules someone out.
