i get that argument for pushing the boundaries of rules, but no-one goes into a tackle trying to hit some-one in the head, you can't adapt to something you aren't doing intentionally, the reckless and forceful stuff that needed to be penalized and charged was already being penalised and charged, it is a contact sport and sometimes an arm is gunna graze a cheek, there's no need to put incidental stuff like that under a microscope.

Am normally not a great punter, but looks like ths Starling trade is a goer

Putting on report doesn't mean he will get charged. If you are talking about TPJ tackle then he did catch him high. Whether he will actually go to the judiciary is another matter.
