Also, can someone explain to me how when DCE wraps his arms Thaiday to tackle him he isn't the one initiating contact? Or why Kelly driving Korisau over the try line isn't at least checked?

Yep always has been since they introduced the tackle in the air rule. Only applies to the non-kicking team on the full.
