Didn't see Tolman's TB but I watched J Brom with eagle eyes last night and he attempted 3 tackles where he let go to get a better grip and was given a MT each time so what you said about Tolman's TB might be right.

Elliot has games where he just misses tackles. He goes low & falls off.
