I've been quiet here, but here's my take on the 2 issues:
Re captaincy talk about Lodge. I think he seems to be doing everything right to make up for his off-field since. Seems like as a 25 year old he is a different person than the 21 year old he was. Apparently those who have met him talks about how he seems genuinely remorseful, etc. and on NRL360 a few weeks ago James Graham talked about how on the field he was clearly their forward leader with the way he talked and played etc.
To me he seems like someone who the players look up to, and I think he should definitely be in line to be in the leadership group. I don't think he should be the captain for two reasons though. Firstly, he's normally only on the field for 50-55 minutes, so you need someone else to be on field captain for a fair chunk of the match anyway. And secondly, and most importantly, being captain carries a lot of off field commitments, and scrutiny, and even for the best of candidates, doing that for the Broncos in 2020 is going to be one of the most pressured roles you could imagine. And you know what the media is going to be like. He could donate his entire salary to the Starlight Foundation, find a cure for cancer , and win the 100m sprint final at the Olympics next year all around football, and Rothfield, Kent etc will still criticise him. I just don't know why you'd want to give him that extra pressure. Realistically he is only being talked about because there is not much leadership evident from anyone who is guaranteed a starting spot next year. That says more about the Broncos than it does about Matt Lodge.
Re Seggy, everyone loves watching him play, but the guy just can't stay at a club and out of trouble for more than a year or two. I loved the signing of him, even with his history, and wanted next season to have him as 14 with Turpin at 9, but I seriously question whether he is worth the trouble even if for example he gets off the drug charge on some sort of technicality. Someone who gets in trouble at every club usually takes some team mates with them, and I don't think the Broncos can afford that culture right now.
Plus, his game is built around zip from dummy half. He turns 30 in 2020, so he might not be far off losing that. Even this year, he was a big improvement on McCullough when he came on, but he was nothing like when he was at the Cowboys.
