Just having a think about how they could feasibly prevent looping. Only way I could think would be to do a full lockout from first game? which would really add the headache of late withdrawals

They could totally do that. Because the subs are ranked it would work well enough because if a late out, you're next sub comes in. They won't do it though, because late mail drives heaps of internet traffic and clicks as I understand it. Which affects revenue.

With ranked subs, late withdrawals should not be a problem. You just get your next best player come in as replacement (position dependant)
People getting switched from starting to the bench late would be the issue that you wouldn't be able to deal with

Up till 2012 from memory that's how DT ran it.
We've also been running our Draft Leagues for 6 years now. Shanbon introduced us to them way back when SMH had their Ultimate League competition. Even though they have the flexibility to run a rolling lockout we have always used the first game full lockout to change it up from Fantasy/SC/DT.
It certainly changes the dynamic which is enjoyable. But at the end of the day, would have to be a better way to stop any Loophole without necessarily killing off the Rolling Lockout.
