They're 150yr+ old central urban grounds with - in the case of Lords - billions of pounds worth of property and infrastructure preventing them from expanding outwards. All the other test grounds are also surrounded by houses.
Also, even as they are, they'd be empty outside the international schedule. It's a football (soccer) country. London alone has four 60k+ capacity grounds, plus a rugby one.
