I am not considering Ballin at this stage. Even if he gets a start round 1, I just don't trust his knees anymore.
I have similar doubts about Slater, but he'll probably end up too tempting too resists.
CTR and WFB will be where the best cheapies are this year I think. Hayne/Slater/RTS would be a very affordable back 3 with great potential. Fill the last 2 spots with 2 promising rookies, and upgrade to Munster/Tedesco later in the season.
Whare is cheap, and I think there is another centre who'll be cheap who's name escapes me right now. Hurrell and Idris will also both be somewhat affordable too relative to their potential output.

I guess we don't need a "Halatau" on the bench with Ballin in the side anyway as he can slot into Lock if a re-shuffle is required. Mind you, Halatau could also cover Centre. Ballin to tackle his guts (and knees) out and then inject Liddle each side of half time hopefully for the Tigers sake.
