Not a fan of the Tino deal, happy to be wrong but signings like this are why bad teams stay bad.
It is a lot harder to impact the game as a young forward than a young outside back. Most young forwards take 3-4 years of first grade before they become consistent first graders. Sure there are some very special players that are exceptions (Sam Burgess, Payne Haas being the most recent example) As an exercise let's look at this years origin teams and how many years into their career they made their rep debut
Arrow - First grade debut 2016, rep debut 2018

TL;DR
It takes a long time for forwards to get up to representative standard. This is a bad signing by the Titans and a strong reason that bad clubs stay bad
